478 - Engineer to Provide Construction Phase Services for South Main Street Rehabilitation

The City seeks to retain an ENGINEER to provide construction phase services for roadway and sidewalk rehabilitation of South Main Street and traffic signal reconstruction at three locations (Union Street, Central/Fremont Streets, and Broad St/Wendell Pl). Other improvements include new street lighting system, landscape/streetscape elements, decorative crosswalks, new signing and striping to meet current MUTCD Standards.

The City has designed roadway rehabilitation and signal reconstruction of South Main Street from approximately Howard Street to Locust Street (Columbus Circle). Included in this corridor are four intersections (three of which are signalized), sidewalk rehabilitation, street lighting, landscape improvements and streetscape elements (bike racks, trash receptacles, bollards, etc) and includes approximately 5,000 feet of roadway surface.

The City of Springfield intends to make improvements to the roadway, including rebuilding of the pavement section, replacement/resetting of existing curbing, improvements to handicapped accessibility, limited sidewalk replacement and traffic signal upgrades to meet current standards. The construction of 8000 LF of concrete sidewalk on abutting residential streets.

All questions regarding bid or its specifications must be received by the Department of Purchase business no later than June 3, 2009 by 4:00 P.M.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
