364 - RFP: Consulting Services for Economic Development

The City of Springfield is seeking to undertake additional economic development and revitalization activities through planning and management consulting services. The objective is to implement Springfield's key development projects, likely to yield the greatest near term results, on an expedited basis through high caliber professional project management services. The consultant would also provide assistance in building in-house capacity for the key development projects of the Office of Planning & Economic Development and the Springfield Redevelopment Authority as it transitions from supervision by the Finance Control Board, through a Chief Development Officer employed by the Control Board, to a Chief Development Officer employed by the City. In addition, several projects are undertaken through the Springfield Redevelopment Authority acting as the City's redevelopment agency, with staff provided through the same City Office of Planning & Economic Development.

Springfield is seeking the services of a highly qualified economic development consultant for a three year period. The total dollar amount for this contract will not exceed $150,000 for the first year, and the contract may be terminated at any time, by either party, with 60 days written notice. Services to be provided at an hourly price. The City reserves the right to extend the time for contract performance for two additional one year periods, subject to availability of funding.

The City anticipates choosing the most advantageous Proposal within thirty (30) days, unless further extended by written notice from the City to all Proposers that have submitted Proposals. Unless the deadline is so extended, the failure of the City to designate a Proposal as most advantageous by this date will constitute rejection of all Proposals.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B, § 6. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Department of Purchase business no later than seven (7) business days prior to deadline for proposal submittals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
