21A - Services: Renovations to the Springfield Tourist Information Center
End date: Monday October 27, 2008 at 2 p.m.Sealed bids for Services: Build-Out of Tourist Information Center - Per Bid No. 21A,
will be received by the Chief Procurement Officer at the Department of Purchase, 36 Court Street - Room 405, Springfield, MA 01103 until 2:00 P.M. October 22, 2008 at which time they will be publicly opened and read aloud.
Plans/Specifications Package may be obtained at the Purchase Department Office, (413)787-6284 on October 8, 2008 between the hours of 9:00 AM and 4:00 PM. All questions regarding the specifications or process of this request must be in writing to the Chief Procurement Officer and must be received by 5:00 P.M. at least seven working days before the time set for opening of the bid.
Bidding procedures shall be in accordance with the General laws, chapter 30 § 39M. Estimated Cost of Project is $40,000.00.
Each request must: be accompanied by a non-refundable cashier\'s, money order, or certified check made payable to the City of Springfield in the amount of Twenty-Five Dollars ($25.00), such payment to offset the costs of preparing, reproducing and mailing, to the extent necessary, for the IFB, and any additional material provided pursuant to this bid. Bids will not be made available or mailed until October 8, 2008.
All bids shall be accompanied by a bid deposit in the amount equal to five (5%) of the bid amount in the form of a bid bond or a certified, treasurer's or cashier's check issued by a responsible bank or trust company having office in the Commonwealth of Massachusetts. The successful general bidder will be required to furnish a Labor and Performance Payment bond and as set forth in the specifications in the amount of fifty percent (50%) of the contract sum. Surety bonds will only be accepted from surety companies licensed by the division of insurance to transact business in the Commonwealth of Massachusetts.
The conditions of employment and minimum wage rates as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of the work under the contract.
The City of Springfield encourages utilization of minority and women owned business enterprises (MWBE) and hereby requires that all bidders show a good faith effort in meeting the stated twenty (20%) percent MWBE participation goal.
The Chief Procurement Officer reserves the right to waive any informality in or to revoke any or all bids if it be in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
