46 - Flood Control System Maintenance Deficiency Corrections Project

A non-refundable certified check or money order, to the order of the City of Springfield, in the amount of $50.00 is required of parties requesting the documents be mailed. All inquiries should reference the bid number and the opening dates.

Sealed unit price bid proposals are requested for the repair of approximately 3.5 miles of earthen dikes, concrete floodwalls, and pressure conduit and associated work along the Connecticut River in Springfield, MA.

The work shall include: the clearing of approximately 14 acres of trees, shrubs, bushes and some root systems from 15 feet riverward of the toe of the dike to 15 feet landward of the flood control sytem, repairing wildlife burrows and repairing miscellaneous damages to concrete floodwalls. All labor, materials, and equipment shall be furnished by the Contractor.

A 5% certified check, letter of credit or bond, payable to the City of Springfield, must accompany each bid. A 100% performance bond and labor and materials bond shall be required from successful bidder. A letter of credit will be considered from successful bidder in lieu of bonds. Surety bonds will only be accepted from surety companies licensed by the Division of Insurance to transact business in the Commonwealth of Massachusetts.

A schedule of labor rates issued by the Division of Occupational Safety of the Commonwealth are included in the project manual. The Wage Rates, Labor Requirements and other applicable conditions are noted in the Project Manual. Wages are subject to minimum wages as per M.G.L. Chapter 149, Sections 26-27G, inclusive.

Estimated cost of the project: $1,100,000.00

All bidders are advised that the City of Springfield encourages the use of Minority and Women owned Business (MWBE) and that the City will not enter into an agreement with any provider of goods or services who has not demonstrated a good faith effort to comply with the City's goal of twenty percent (20%) MWBE participation.

The City reserves the right to waive any informality in, or to revoke, any or all bids if it be in the public interest to do so. The city of Springfield reserves the rights to reject any and all bids in part or total. All questions regarding the specifications of this request or of the process of this procurement shall be addressed, in writing to the Chief Procurement Officer.
