42 - Request for Proposal to Provide Comprehensive Bookkeeping, Financial Reporting and Contract Bill Srv

MCDI is evaluating the option of outsourcing much of its present bookkeeping, financial report preparation and grant contract billing and accounting. MCDI will maintain responsibility for financial oversight, but can benefit by outsourcing the daily transaction processing and reporting to an organization utilizing state of the art software and a dedicated staff of professionals who are well-versed in the transactions and processes undertaken by organizations in the non-profit sector.

Prospective Offerors must demonstrate the ability to provide the full range of services as described in the RFP, must meet all minimum criteria and must submit a completed proposal. All Offerers submitting a proposal must be familiar with and able to comply with all Massachusetts General Laws (MGL) pertaining to this bid.

The initial term shall be for one (1) year. There shall be two (2) options of one (1) year each for renewals. The options to renew will be at the sole discretion of the MCDI.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
