243 - Environmental Site Assessments at Various Brownfield Sites
End date: Wednesday April 9, 2008 at 2 p.m.The City of Springfield, Massachusetts is requesting proposals for environmental assessments at various Brownfield sites. This project is being funded through Cooperative Agreements between the City and the U.S. Environmental Protection (EPA) and is subject to all EPA and Massachusetts Department of Environmental Protection (DEP) regulations. The estimated start date is May 1st, 2008 thru June 30th, 2009.
The City of Springfield's Brownfields redevelopment initiative focuses on returning vacant or underutilized commercial and industrial properties back into useful and viable facilities. The City and its federal, state and private partners have used various funding mechanisms and incentives to further this initiative.
A major impediment to redeveloping Brownfields sites is the uncertainty regarding potential contamination and the presence of contamination at sites. To overcome these impediments, the City will be conducting site assessments in accordance with the Massachusetts Contingency Plan (MCP), 310 CMR 40.00, at various sites within Springfield.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
