128 - RFP: Disposition and Redevelopment of SS Hickory Street and 155 Hickory Street

The City of Springfield is requesting proposal for the disposition and redevelopment of two properties, SS Hickory Street (06590-0064) and 155 Hickory Street (06590-0063).

COMBINED MINIMUM FAIR MARKET PRICE FOR THE TWO PROPERTIES IS $500,000.00.

The properties are located in the Old Hill neighborhood. These properties are being sold "as is," and the City makes no representations regarding environmental condition and will require the buyer to assume responsibility for these conditions. The two properties are being sold to one developer. The City is currently undertaking a rezoning of the two properties from Industrial A to Business A.

Location and Site Information
The properties are located on the shores of Watershops Pond on Hickory Street in the Old Hill section of the City. They consist of a total of 21,219 square feet and will be re-zoned Business A prior to conveyance. (Exhibit A) The properties will be open to bidders on Thursday, January 10, 2008 at 11:00 AM. The City is most interested in development proposals that reuse the properties consistent with the Business A zoning and complimentary to its location on the water front.

Questions regarding the RFP may also be submitted in writing to the Purchase Department. In order to provide prompt answers to questions, the RFP Review Committee requests that all Proposers submit written questions ten days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield's, Department of Purchase on January 14, 2008 by 4:00 P.M. Questions may be faxed or mailed. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
