29 - Homeless Management Information System (HMIS)

The City of Springfield (the City) is soliciting proposals from qualified vendors for a Homeless Management Information System (HMIS) that meets all applicable requirements established by the U.S. Department of Housing and Urban Development (HUD) and the Commonwealth's Department of Transitional Assistance and that satisfies any additional requirements established by the City of Springfield.

The contract period shall commence on the date of execution of the contract by the City and shall be in effect for a 12 month period. The contract may be renewed for two additional 12-month periods at the sole discretion of the city. The City has appropriated $50,000.00 for the first year of this work. The payment and performance obligation for each succeeding year of the multi-year contract will be subject to appropriation and to continued receipt of HUD funding.

The HMIS should be useable, if not fully functional, within 60 days of the date of execution of the first year contract agreement, and should be fully customized, subject to the limitations of the budget, as soon as possible after that date.


Copies of the Request for Proposal may be obtained at the Department of Purchase on and after Monday, July 24, 2006, between the hours of 9:00 a.m. and 4:00 p.m.
