219 - Program Evaluator/Data Systems Analysis and Maintenance

The Department of Parks, Buildings and Recreation Management seeks to place a program evaluator/data analyst/software developer on price agreement with the City of Springfield for a period of 1 year, with an option to renew for period of three years. Projects vary in size, scope, complexity and timeframe. The anticipated projected project cost for the first year is $28,000.

The individual/firm needs to have extensive experience working with program evaluation, data analysis and database program development within a complex municipal business system environment. This experience would be exemplified by having team members with at least 5+ years of experience working with a Recreation Division in a large municipality (pop 125,000+).

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
