179 - RFP for the Redevelopment of the Apremont Triangle Lot

The City is seeking to revitalize the Downtown and to leverage development in the Apremont Triangle. The Urban Land Institute (ULI) recognized the Apremont Triangle as one of the focus areas in its study of the City.

The Springfield Parking Authority and the City of Springfield is requesting bids for the sale of the parking lot located at 33 Pearl Street in Springfield, Massachusetts. This lot should serve to spur new development and serve as a catalyst for the Apremont Triangle area. The site consists of 23,345 square feet of land with 35 surface parking spaces and 8 garages. This property is being sold "as is," and the City and the Authority make no representations regarding the environmental condition of the property and will require the buyer to assume responsibility for these conditions.

The City will consider proposals on or off the site that involve mixed -use developments (no 1st floor office use), market rate housing, as well as office and commercial uses. Prohibited uses include: adult entertainment, churches, social service agencies, group homes, and shelters, automotive and warehousing uses. The development should compliment the historic character of the neighborhood and serve the needs of the residents.

The property is located in the Apremont Triangle of Downtown and near Springfield Technical Community College and two blocks from the center of downtown, within walking distance of historic Mattoon Street and the Quadrangle. The site is zoned Business A.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B, § 6. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Department of Purchase business no later than ten (10) business days prior to deadline for proposal submittals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
