154 - PA: Sale and/or Disposal of Scrap Metal & Appliances

End date: Tuesday November 21, 2006 at 2 p.m.

The City wishes to obtain the services of a disposal/ recycling facility for disposal of scrap metal and appliances, preferably in the greater Springfield area. This bid has various options. The vendor(s) would accept all scrap metal and appliances delivered to them by the City or pick up the scrap metal and appliances at the Bondi Island Sanitary landfill located in Agawam, MA. The options will also include the removal of all refrigerants, capacitors, lighting ballasts, etc. to comply with environmental regulations by the City or this may be part of the vendor(s) bid. This bid may be awarded to more than one vendor at the sole discretion of the City.

Bids will establish a yearly price agreement for the sale and/or disposal of scrap metal and appliances collected by the Department of Public Works at curbside in Springfield, MA. The period covered will be from January 1, 2007 through December 31, 2007. The bids will include two optional renewal years at the sole discretion of the City.

The metal and appliances are collected as part of the City's residential bulk collection program and occasional clean up projects. The City is currently averaging 15 tons of scrap metal and appliances collected per month or an estimated 180 tons per year.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
