145 - RFP: Consultant Services for Marquee Properties in the City of Springfield
End date: Tuesday December 5, 2006 at 2 p.m.The State Finance Control Board for the City of Springfield and the City of Springfield, Massachusetts, are seeking an individual or firm(s) to provide consulting services to the City to assist it in marketing marquee properties (land or land and buildings) owned by the City. The City and Control Board may hire one or more than one firm or individual to provide these services if they determine, in their sole judgment, that it would be in the City's best interest to do so. As part of the effort to restore financial stability to the City, the City is taking numerous properties for non-payment of taxes. The City is selling these properties after taking them for taxes, but is seeking the expertise of a real estate consulting and marketing firm to assist in the analysis, marketing and sale of high profile properties that have been or will be taken.
The City is seeking the services of a Contractor to assist it in marketing certain real estate owned by the City. This procurement does not relate to all real estate owned or to be disposed of by the City. Rather, by this procurement, the City is seeking the services of a Contractor to assist in the marketing and sale of high profile, prestige or marquee properties that are important to the overall economic redevelopment of the City and its neighborhoods.
As a Request for Proposal, the City will negotiate a price for work subject to this procurement. The City is flexible in terms of payment structure and will consider a fixed fee per property, a commission-based or other compensation model for this procurement. Each proposer shall submit a price proposal that is clear and concise. Each proposer is free to define this price proposal as it wishes, but the City suggests that proposers be mindful of the fact that some marquee properties may sell slowly or not at all; proposers should plan their price proposals accordingly.
The City cannot provide an estimated project cost because it cannot predict the number of properties to be covered by this service, nor the variety of potential prices structures to be proposed by potential contractors.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
