141 - Consultant to Provide Assistance in Economic Plan for City of Springfield

The City of Springfield, Massachusetts is seeking a consultant(s) who can provide advice and assistance to the Office of Planning and Economic Development in the areas of planning, implementation and management of elements of an economic development plan for the City.

The consultant(s) must possess the necessary skills, qualifications, expertise, experience, education and ability to provide these services to the City and is willing and able to provide the services for the amounts budgeted by the City.

The contract period shall be for no more than twelve (12) months with option by the City or its designee to extend the contract by two (2) additional terms of one (1) year each. In no event shall the contract extend beyond the sunset provisions of the Act. See attached Sample City Contract. The contract will be overseen by David B. Panagore, the City\'s designated project manager.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
