114 - Request for Qualifications for Architectural Services for Various Park Buildings

The City of Springfield is seeking qualified professionals for Architectural design for a number of publicly owned park buildings throughout the City of Springfield. Specifically, the subject of this RFQ is for three buildings; Greenleaf Community Center, located on Parker Street in the Sixteen Acres Neighborhood; The Porter Lake Skate House located in Forest Park on Porter Lake; and the old Zoo Buildings located in Forest Park immediately adjacent to the Park Administration Offices.

INTENT
It is the intent of this RFQ to initiate a process that will result in the selection of an architect with an outstanding proposal and creative ideas for the restoration of the above mentioned city buildings. An in-house construction crew will utilize plans and specifications generated for each project in an effort to implement the renovations suggested for these buildings. Energy conservation must be a principal consideration when considering alternatives for mechanical systems and finish material at each site.

PROJECTED PROJECT COST
Design and Construction budget is $1.9 million
Fee: To be negotiated.
Complete Construction Completion: 3-5 years.

City will award on a per project basis. The City reserves the right to award as to appropriation of funds. Payment and performance obligations for succeeding fiscal years shall depend upon the availability and appropriation of funds. The City, therefore, must reserve the right to cancel the contract if funds are not appropriated or otherwise made available to any fiscal year succeeding the first year.


In order to provide prompt answers to questions, the City requests that all proposers submit written questions fourteen days prior to the RFQ deadline. Accordingly, questions must be received in writing only at the City of Springfield Department of Purchase by the close of business on October 23, 2006. Questions may be faxed or mailed. The Purchase Department fax number is (413) 787-6295. The department will compile written answers which will be mailed back to all Proposers who received the RFQ through the Purchase Department, not later than October 31, 2006.
