357 - RFP for Property Management Services

The City of Springfield, Massachusetts, ("City") through its Office of Planning and Economic Development requires the professional services of a qualified property management firm ("Consultant") to operate, oversee and maintain various City owned surplus and tax title commercial and industrial properties. The City's needs are outlined in the following Request For Proposals.

The Consultant will be expected to work closely with the City's Finance Control Board's Chief Development Officer, and the Office of Planning and Economic Development and to keep them informed regarding the performance of the Services through regular scheduled reports, meetings and visits to the various properties.

The Consultant will be required to provide all property management services necessary to maintain the properties to be acquired by the City in good condition and repair buildings consistent with the anticipated limited remaining useful life of the buildings, and where needed respond to tenant needs, to collect rents and any other charges and fees, to maintain an account for all money collected and expended in connection with the performance of services.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
