349 - Request for Proposals for Compensation Consultant

End date: Wednesday July 5, 2006 at 2 p.m.

The School Committee of the City of Springfield wishes to obtain the services of a qualified contractor to support in the development and implementation of a differentiated compensation plan for teachers.

A. Review of Springfield Public Schools and Massachusetts Department of Education policies.
B. Design a framework and process for identifying and selecting master teachers.
C. Develop a phased-in differentiated compensation model.
D. Provide on-site rollout and implementation assistance, including training to district and school administrators.
E. Provide ongoing technical assistance once the new model is successfully rolled out throughout the district.

Estimated Cost for services is $125,000.00. Timeline for this project is August 15, 2006 to June 30, 2007 with the option to renew for one (1) additional year. The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B, ยง 6.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
