320 - Non-Exclusive Real Estate Broker & Property Management Services

This is a request to provide real estate brokerage and property management services for the several City owned surplus and tax title commercial and industrial properties and other sites as directed by the City.
The Consultant will be expected to work closely with the City's Finance Control Board's Chief Development Officer, Planning, Economic Development and CD staff to keep them informed regarding the performance of the Services through regular scheduled reports, meetings and visits to the various properties.
The Consultant will be required to provide brokerage services and to perform all property management services necessary to maintain the properties to be acquired by the City in good condition and repair buildings consistent with the anticipated limited remaining useful life of the buildings, and where needed respond to tenant needs, to collect rents and any other charges and fees, to maintain an account for all money collected and expended in connection with the performance of Services. The Services described in the RFP are not intended to be a comprehensive list of the services to be provided, but rather to set forth a general framework for the kind of Services required.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
