251 - Analysis of the City of Springfield's Residential Market
End date: Monday April 24, 2006 at 2 p.m.The City of Springfield, Massachusetts is seeking a consultant to provide a study to determine the potential for market rate residential units within Downtown Springfield. The goal of the study is to provide City officials and private developers with information regarding opportunities for planning, investment and incentives that will encourage the construction of in housing in Downtown Springfield.
The study is intended to establish the potential market for new market-rate dwelling units, to be added through adaptive re-use of existing non-residential structures and/or new construction, within the downtown area of Springfield.
The consultant will be required to research and evaluate market activity and geo-demographic data relating to the City of Springfield and Hampden County. The determination of the market potential for new and existing dwelling units in the Downtown and the City will be based on this analysis, the existing conditions and other characteristics of the Downtown, as well as the City's development objectives. Estimated Value of the Contract is $55,000.00.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
