IFB 26-0406 - Site Enabling Package- Willow Street Parking Garage Project

At which time the bids will be publicly opened and read in the Springfield Redevelopment Authority (SRA) Office. The SRA invites all interested, qualified persons or firms capable of providing the requested services to submit bids to enter into an agreement to provide construction services for the Willow Street Parking Garage Project, 22 Cross Street, Springfield, MA 01103. This bid falls under M.G.L. Ch. 30§39M and other procurement statutes. Project includes: • Installation of a perimeter, temporary construction fence, including entrance gates and stone tracking pads, around the perimeter of the site. • Removal and salvaging of site appurtenances • Removal of existing site parking lot pavements and demolition of other improvements, • The removal and capping of existing underground utilities located within the site boundaries, • The removal and off-site disposal of non-engineered, urban fill beneath portions of the site, • The excavation and removal of non-engineered fill and buried slabs and walls from footing subgrades, and • The placement and compaction of imported gravel fill to establish the final subgrade. Note that the work does not include the construction of the parking garage foundations or structure, which will be completed under a separate contract. The estimated value of the contract is approximately $1,000,000.00. It is strongly encouraged to attend a site visit on April 6, 2026, at 11:00 AM on-site. All questions regarding this bid or its specifications must be made in writing and received by SRA CPO, Amanda Pham, no later than April 8, 2026, at 4 PM.
