Anti-OHV Details Lead to Seizure of an ATV and a Stolen Tank Motorcycle

Springfield, Mass. — On Friday September 25th and Saturday September 26th, members of the Springfield Police Department working an Off-Highway Vehicle (OHV) enforcement detail seized an ATV and stolen Tank Motorcycle.

Springfield Police Officers conduct these details to deter the illegal riding of dirt bikes and other off-highway vehicles.  These vehicles are illegal on any city street and have led to serious injuries and death to numerous riders.  Some riders are also known to drive recklessly, putting pedestrians and other vehicular traffic in danger.

On Friday, officers working this detail arrested 19-year-old Anthony Ruiz and charged him with receiving a stolen motor vehicle.  Around 4:30 p.m., officers observed a tank motorcycle without a license plate on the moped, on Carew Street.

The rider and passenger, later identified as Ruiz, were traveling through front yards instead of driving on the street in areas on and around Connecticut Avenue.  The rider then crashed on Upton Street.  The rider and passenger began to run away.  The driver evaded police at this time, while the passenger, Ruiz, was taken into custody hiding under a boat on Farnsworth Street. The tank motorcycle was towed.

On Saturday, officers working this detail, arrested 24-year-old Angel Lugo on several charges and seized an ATV.

Around 1:15 p.m., officers observed an ATV rider without a helmet on Andrew Street.  The officers then saw the rider, drive the wrong way down Colonial Avenue and make contact with another vehicle.

The rider, later identified as Lugo, got off the ATV and began running away.  After a short foot pursuit, officers placed Lugo under arrest on Wilbraham Road.

The Springfield Police Department has now seized 139 illegal off-highway-vehicles and illegal motorcycles mainly due in part to these continued Anti-OHV details.
