SPD Off-Highway-Vehicle Detail Leads to Seizure of Dirt Bike & Quad

Springfield, Mass. — On Saturday October 18th, members of the Springfield Police Department conducted Off-Highway-Vehicle (OHV) enforcement across the city which led to the seizure of a Quad and Dirt Bike.   

On Saturday afternoon, Springfield Police Officers were conducting an anti-Off-Highway-Vehicle detail to deter the illegal riding of dirt bikes and other off-highway vehicles.  These vehicles are illegal on any city street and have led to serious injuries and death to numerous riders.  These riders are also known to drive recklessly putting pedestrians and other vehicular traffic in danger. 

Throughout the day, officers conducted several directed patrols in parks and follow-up investigations in relation to suspected illegal dirt bike or OHV activity on city streets.  

Around 1:25 p.m., officers observed an individual, later identified as Jerson De La Rosa-Jimenez, popping wheelies and riding a dirt bike recklessly in the area of Eastern Avenue and Union Street.  Once De La Rosa-Jimenez parked the dirt bike on the 400 block of Belmont Avenue, officers approached the suspect.  The dirt bike was street legal, but the rider did not have a motorcycle license and was placed under arrest.  The dirt bike was seized.  

At approximately 2:40 p.m., officers were in the area of Randall Place due to receiving numerous complaints about illegal OHV activity.  Officers observed a suspect, later identified as Scott Roberts, riding a Quad on Randall Place without a helmet.  Roberts then went into the woods before riding back to Randall Place.  Officers located the suspect who did not have a license, and he was placed under arrest.  The Quad was seized.  

30-year-old Jerson De La Rosa-Jimenez of Springfield is charged with:

  • Negligent Operation of a Motor Vehicle
  • Unlicensed Operation of a Motor Vehicle

61-year-old Scott Roberts of Springfield is charged with:

  • Operating a Motor Vehicle with a Suspended License
  • Unregistered Motor Vehicle
  • Uninsured Motor Vehicle
  • Snow/Recreational Vehicle on a Public Way

  • Motor Vehicle Equipment Violation
