Mayor Domenic J. Sarno, Chief Development Officer Tim Sheehan, in partnership with the developer, Concerned Citizens for Springfield, Inc. (CCS), is pleased to announce a lottery to choose the purchaser of a fully renovated and modernized single-family home in the Forest Park neighborhood.

Built in 1919, the house at 58 Itendale Street had been foreclosed by the City of Springfield for the non-payment of taxes and had been vacant for several years when Concerned Citizens for Springfield, Inc., acquired it for restoration. Concerned Citizens for Springfield, Inc., is a 501c3 non-profit organization focused on improving the City of Springfield with a particular focus in the Forest Park neighborhood.
The home has 3 bedrooms and 1 ½ bathrooms. The construction of the home was focused on energy efficiency, and is entirely electric powered, with heat pump HVAC, heat pump water heater, solar panels, and a ventless heat pump clothes dryer, along with other Energy Star appliances. Energy efficient windows and doors have been installed, the roof has been replaced, the front porch restored, and a new deck and single-car garage have been constructed. Concerned Citizens for Springfield, Inc. completed the restoration utilizing Community Preservation Act (CPA funds) funding and U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership Program funding from the City of Springfield, Office of Housing.
The home will be sold at an affordable price, to a family earning 80% or less of the area median income (see income limits below). Final calculations are underway, but the sales price will be approximately $200,000. The City of Springfield will hold a public lottery to select the buyer eligible to purchase the newly constructed home. To be eligible to enter the lottery, applicants must meet CPA and federal household income-limits (see below) and be pre-approved (not pre-qualified, which is a much less stringent classification) for a mortgage for $200,000 or more. Alternatively, an applicant can enter the lottery by demonstrating pre-approval for a smaller mortgage, along with proof of sufficient funds to cover the purchase price of the home. The buyer must also meet the HUD definition of first-time homebuyer.
Household income of the purchasing household cannot exceed maximum limits, which are set annually. The following income limits apply as of June 1, 2025:
