City of Springfield Solicits Proposals for Redevelopment of Five Vacant Lots

Mayor Domenic J. Sarno and Chief Development Officer Tim Sheehan are announcing that the City has issued a Request for Proposals (RFP) for the purchase and redevelopment of five vacant lots in the Maple-High Six Corners and South End neighborhoods. 

The City is also making available up to $600,000 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding and $775,000 in HOME Investment Partnership Program (HOME) funding, for a total of up to $1,375,000 in public funding for developers to construct single-family, three-bedroom homes in accordance with plans included within the RFP.  The homes will then be sold to low and moderate income first-time homebuyers with household incomes that are at or below 80% of Area Median Income. 

Mayor Sarno states, “Expanding our housing stock and providing opportunities for homeownership, especially for first-time home buyers remain top priorities for my administration. We are ‘The City of Homes’ we continue to use ‘all the tools in the toolbox’ for the development of both market-rate and affordable workforce housing to meet our housing needs and expand access to affordable homeownership and continued investment here in our Springfield.”

The following properties are for sale:

  • 33 Richelieu Street a/k/a NS Hillside Place (06630-0005):  Approximate lot square footage totaling 5,779 square feet with approximately 40.46 feet of frontage along Richelieu Street.  The Springfield Zoning Board of Appeals previously approved a variance permitting construction of a single-family home on this lot.  The City intends to bring this variance back before the Zoning Board of Appeals to obtain re-approval.  Assessed value is $24,400.00.
  • 25 Richelieu Street a/k/a SS Richelieu Place (10170-0008): Approximate lot square footage totaling 6,103 square feet with approximately 40.22 ft. of frontage along Richelieu Street. The Springfield Zoning Board of Appeals previously approved a variance permitting construction of a single-family home on this lot. The City of Springfield intends to bring this variance back before the Zoning Board of Appeals to obtain re-approval. Assessed value is $24,600.00.
  • 47 Richelieu Street a/k/a ES Richelieu Street (10172-0014): Approximate lot square footage totaling 5,678 square feet with approximately 65 ft. of frontage along Richelieu Street. Assessed value is $31,400.00.
  • 96 Marble Street a/k/a NS Marble Street (08235-0019): Approximate lot square footage totaling 5,177 square feet with approximately 50 ft. of frontage along Marble Street. Assessed value is $23,800.00.
  • 105 Pine Street a/k/a ES Pine Street (09715-0173): Approximate lot square footage totaling 7,289 square feet with approximately 46 ft. of frontage along Pine Street.  Assessed value is $24,300.00.

Proposers may submit proposals for development of one site or multiple sites. If submitting for more than one site, an individual budget and schedule shall be submitted for each site. The City reserves the right to award preferred developer status to one or multiple proposers.

Proposers should demonstrate the ability to proceed within the allotted timelines, successful past development history, project feasibility and readiness to proceed, the ability to comply with CDBG-DR/HOME Regulations. Proposers should make every effort possible to minimize the use of public funds and, while the City is not required to select proposals that request the least amount of public funding, the City will take the overall financial impact of projects into consideration when evaluating proposals.

The City will also be holding a public Technical Assistance Workshop for interested proposers.  The workshop will take plan on Thursday, April 16, 2026 at 4pm at the Brightwood Branch Library Community Room at 359 Plainfield Street.  The workshop is not mandatory, is open to the public and RSVP is not required.  Questions regarding the workshop may be directed to Tina Quagliato Sullivan in the Offices of Community Development and Housing at (413) 787-6500 or via email to tquagliato@springfieldcityhall.com
