DESCRIPTION:
The 121 Pinevale Street property is an approximately 56,000 square-foot single-story building of cast iron and structural lumber-framed construction. The building has been vacant since the late 1980s and is currently in a state of dilapidation, with some areas of the roof partially collapsed.

SCOPE OF WORK
  • abatement of asbestos-containing materials
  • demolition of the building
  • site clearance and clean-up including removal and disposal of  construction and demolition waste and debris piles, tires, universal/hazardous waste materials and containers
  • removal and disposal of miscellaneous trash and debris on site

PROJECT STATUS

The Contract Agreement was executed on August 26, 2009
and work is scheduled to commence in early September 2009.

The City of Springfield Department of Public Works and Department of Planning and Economic Development hired Weston & Sampson to prepare plans, specifications and cost estimates for hazardous material/asbestos abatement and demolition of the building.

The project was publicly bid on under Chapter 149 of the Massachusetts Bidding Laws, and has been awarded to JR Vinagro Corporation of Johnston, Rhode Island for a bid price of $477,980. JR Vinagro are the general contractors for the project and ACME Abatement Contractors will perform asbestos remediation work as a sub-contractor.

MassDevelopment is providing project management and construction oversight services for the project.

PROJECT UPDATE-MAY 2010

The contractor for the project is JR Vinagro Corp. The building superstructure has been demolished down to the slab elevation. Work remaining to be completed includes removal of the concrete slabs and foundation walls, removal of 2500-3500 cubic yards of contaminated soils under the slabs, and removal of miscellaneous steam tunnels and trenches under the slab of the former building.  Work is expected to begin in late June and be completed in 3 weeks.  Site security fencing will be installed after final grading of the site has been completed.
