Financial Analyst

SUMMARY:

Under the direction of the Finance / Budget Director, the financial analyst prepares, analyzes, and administers the City’s operating and capital budget.  In addition, the financial analyst provides financial and statistical analysis needed to support decision making by the City’s elected and appointed leaders.  The Finance / Budget Department is a fast-paced, dynamic environment that is a great opportunity for candidates aspiring to be municipal administrators and managers. 

RESPONSIBILITIES include, but are not limited to:

  • Developing, implementing and monitoring the City’s annual operating budget, which includes meeting with the Mayor, the Finance Control Board, the Chief Financial Officer, and department heads 
  • Monitoring department personal services and other than personal services budgets, and working with department heads to identify corrective actions to ensure that fiscal responsibility and control is maintained and to assure the fiscal well being of the City
  • Monitoring the City’s revenues forecasts and collections
  • Analyzing proposed federal and state legislation
  • Preparing special projects and studies for the Finance / Budget Director, the Chief Financial Officer, and department heads
  • Serving as the Finance / Budget representative to various committees
  • Demonstrating continuous effort to identify, improve and implement operations and work cooperatively to provide quality, cost-effective programs and services

SKILLS/COMPENTENCIES REQUIRED include, but are not limited to:

  • Knowledge of principles, methods, and practices of municipal finance, accounting, and budget preparation
  • Excellent interpersonal skills
  • Demonstrated oral and written communication skills
  • Ability to work independently with minimal supervision to meet multiple deadlines
  • Ability to work cooperatively and effectively with all levels of personnel and the public.
  • Considerable knowledge and proficiency in the use of Microsoft Excel, Word, Access and PowerPoint.

EDUCATION/EXPERIENCE/CERTIFICATIONS REQUIRED:

  • Bachelor's Degree in management, business, finance, accounting, or related field.
  • 1-3 years of experience in public/business administration, financial management, budget/accounting, or an equivalent field.
  • MPA/MBA preferred.
  • Combinations of work experience and education may be substituted.
