23-043 - RFP for Purchase & Redevelopment of Vacant Lots in the Old Hill Neighborhood for Affordable Housing

THE OPPORTUNITY

The City of Springfield is requesting proposals for the purchase and redevelopment of vacant lots in the City’s Old Hill neighborhood. The lots are identified as WS Orleans St 09362-0026, SS Union St 11750-0218, SS Union St 11750-0219, SS Union St 11750-0220, SS Union St 11750-0224, SS Union St 11750-0231, SS Union St 11750-0233, SS Union St 11750-0248, SS Union St 11750-0249, and NS Walnut St 11952-0204.

The City’s goal is to sell the identified parcels to a non-profit entity that will develop the lots for affordable single-family houses to be sold to first-time homebuyers.

The parcels are located in the Old Hill, a historic neighborhood located one mile from downtown Springfield. Old Hill was one of Springfield’s original Black neighborhoods, home to St. John’s Congregational Church, which was a local center of the abolitionist movement and contributed to Springfield serving as a major stop on the Underground Railroad, and a draw for Blacks migrating to Springfield from the south in the first half of the 20th century. Today the neighborhood also has a large Latino population. Old Hill is predominantly residential, with a majority of units in 1-4 unit buildings, and many single-family homes. It borders Lake Massasoit and the campus of Springfield College, as well as the commercial State Street corridor. The neighborhood includes multiple religious organizations.

DEVELOPMENT PARAMETERS
The City is soliciting proposals from nonprofit entities to develop single-family homes for affordable homeownership on the available vacant lots.

Developers must provide their own development plans consistent with surrounding land uses. The completed homes must be sold to households with incomes that do not exceed 100% of the area median income for the Springfield metropolitan statistical area.

SITE INFORMATION
Developers will bid on the properties subject to all current zoning and building restrictions, with several exceptions regarding change of lot lines, which are described below. The City makes no representations regarding success of any variances, zone changes and/or specials permit applications.

The Proposer must provide a bid deposit in the amount of 5% of the proposed purchase price in the form of a certified check, treasurer’s check or a cashier’s check or letter of credit issued by a responsible bank or trust company having office in the Commonwealth of Massachusetts with the submitted proposal. The deposit is refunded to applicants not awarded the project. The deposit is non-refundable for the applicant awarded the project, with the deposit going towards the purchase price. Checks shall be made payable to the City of Springfield, MA.

The proposal submission package must consist of: one (1) complete unbound original proposal, and six (6) bound copies of the proposal must be submitted in sealed envelopes. The proposal must be submitted in a sealed envelope marked with the Proposer’s name, address, and phone number, and labeled “Request for Proposal – Old Hill Lots – Per Bid No. 23-043.”

Conditions for this RFP
This RFP seeks proposals for new construction of single-family homes to be sold to first-time homebuyers with household income at or below 100% area median income. The property will be conveyed to the successful bidder with a reverter clause which will require completion of development within twenty-four (24) months of conveyance of the property.

The Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement at City Hall, not later than October 17, 2022. Questions may be faxed or emailed. To maintain a fair and impartial process, the City will only answer written questions. Please avoid private communication regarding this RFP with City staff or RFP Review Committee members during the period from RFP release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined in this RFP may be disqualified.

The City is not responsible for providing addenda or other updates to this RFP to those that have not provided correct contact information to the Office of Procurement, or have received the RFP through other venues other than the City’s Procurement Office.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
