Department of Capital Asset Construction

Sealed bids for a Prime Contractor contract and Filed Sub-Bid contracts are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “HVAC.” These projects are MSBA Accelerated Repair Projects.

Bids for Prime/General Contractor, for each listed bid, will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM on January 7, 2021, at which time they will be publicly opened and read. Sub Bids, for each listed bid, will be accepted at the Office of Procurement (Room 307 City Hall) until 12:00PM on December 23, 2020, at which time they will be publicly opened and read. 1. Bid No. 20-081; Frederick Harris ES Boiler Replacement Project (58 Hartford Terrace, Springfield, MA 01118). Estimated cost is NTE $1,360,000.00. Replacement of two existing conventional boilers with two condensing boilers. In addition, a hot water heater will be replaced as well as the associated piping and pumps for the boiler plant. The Sub-Bidders must be certified by the State Division of Capital Asset Management in the following categories: Plumbing, and Electrical.

2. Bid No. 20-082; Indian Orchard ES Boiler Replacement Project (95 Milton St, Indian Orchard, MA 01151). Estimated cost is NTE $684,000.00. Replacement of single existing conventional boilers with new conventional boiler as well as the associated piping and pumps for the boiler plant. The Sub-Bidders must be certified by the State Division of Capital Asset Management in the following categories: Plumbing, and Electrical.

3. Bid No. 20-083; Sumner Avenue ES Boiler Replacement Project (45 Sumner Ave, Springfield, MA 01108). Estimated cost is NTE $709,000.00. Replacement of single existing conventional boilers with new conventional boiler as well as the associated piping and pumps for the boiler plant. The Sub-Bidders must be certified by the State Division of Capital Asset Management in the following categories: Plumbing, and Electrical.

Bid Forms and Contract Documents will be available for download at www.biddocsonline.com on December 9, 2020, (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail handling costs.

All questions regarding bids or their specifications must be made in writing and received by the Office of Procurement (ttheocles@springfieldcityhall.com) by 12/18/20 (FSBs) and 1/4/20 (General Bidders) at 4:30 P.M. The MA MWBE participation goals apply to this project. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply. These projects are governed by the City of Springfield Responsible Employer Ordinance. The Chief Procurement Officer/Designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
