Sealed bids for a Prime Contractor contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30§39M as amended and other applicable statutes.

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM EST on August 13, 2020, at which time they will be publicly opened and read via teleconference. The call in number is (413) 784-4951. The participant code is 312372#.

The Development of Westminster Park involves development of a new park on a 0.25± acre parcel of land adjacent to 52 Westminster Street in Springfield. Portions of the site work will be provided by Others, Contractor shall coordinate. Work involved includes installation a new water service, installation of Owner-furnished playground and site furnishings, coordination with Owner’s vendors, oversight of community build day, site grading, import of topsoil and planting soil, irrigation, and landscaping. Estimated contract amount is $75,000.00.

Project is partially HUD funded. All questions must be in writing and received by the Office of Procurement no later than 8/6/20 in order to be considered. Pre-Bid Conference will be held on August 3, 2020 at 9:00 a.m. at Westminster Park, 52 Westminster Street, Springfield MA. Anja Duffy, PLA will be the contact.

Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com on July 29, 2020, (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail handling costs.

Contractor must agree to pay Davis Bacon wage rates or MA Prevailing Wage rates whenever applicable. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
