Invitation for Bids No. 19-144; CDBG Grant Funded Tree Plantings

at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning April 24, 2019, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting. The services included in this bid will fall under M.G.L. Ch. 30 § 39M and other applicable procurement statutes.

The City of Springfield is seeking bids from qualified contractors to provide various species of trees and to conduct plantings of said trees as required by City Forester. This work will be done on an on-call basis, and will be separate from emergency operations. Contract will be funded through CBDG funds and all HUD requirements apply.

The City intends to award a contract to up to Three (3) contractors that are the lowest responsible and eligible bidder(s). The estimated value of the contract(s) is One Hundred Thousand Dollars ($100,000.00) per year. The City will retain Two (2) one-year options to renew which will be exercised at its sole discretion.

All questions regarding bid or its specifications must be received by the Office of Procurement (ttheocles@springfieldcityhall.com) by May 3, 2019 at 4:30 P.M. The City of Springfield goal of twenty (20%) MWBE participation applies. Davis Bacon Wage rates apply. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
