The City of Springfield is requesting proposals for the development of various vacant lots. The City is seeking proposals that will enhance the existing vacant lots through accessory or green-space uses. The City will only consider proposals that involve parking, greenspace and/or other accessory uses.

Any and all properties are being sold “as is” and the City makes no representations regarding the structural or environmental conditions. The selected developers accept the properties “as is” with no exception. IMPORTANT NOTE: Please be advised, proposers ARE NOT required to bid on all properties contained in this RFP. The following development conditions will apply to the below listed properties:


NS South Branch Parkway (11010-0098): This is not a buildable lot; therefore new construction will not be permitted. The City will not be considering proposals for development and/or new construction at this property. Only accessory and/or green-space uses will be considered.

Abutters that purchase a vacant lot for additional parking, greenspace and/or accessory uses will be required to legally combine the lot with their existing property to create one parcel via ANR plan and consolidation deeds.

The City has not made and does not make any representation or warranties as to any matter affecting or relating to the property, including but not limited to the physical condition thereof, and the selected developer acknowledges that no such representation or warranty has been made and agrees to take the property in “as is” condition on the date of this agreement. The City shall not be liable or bound in any manner by any statement, representation, or information pertaining to the property which may have been furnished to the developer by any of the City’s employees, attorneys, agents, servants, or other persons.


PRE-PROPOSAL ASSISTANCE

In order to provide prompt answers to questions, the RFP Committee requests that all proposers submit written questions two weeks prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement no later than April 16, 2019. Questions must be faxed or emailed. The Office of Procurement fax number is (413) 787-6295 or email Lauren Stabilo at lstabilo@springfieldcityhall.com . The Office of Procurement will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP, no later than April 22, 2019.

To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any RFP Committee Member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.

The City will entertain all competitive bids for the property. Price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the City.
