19-065 - Consulting Svs. for Assessment Center for New Deputy Chiefs of Police for Springfield Police Dept.

The City of Springfield is seeking proposals, in the form of bids, from qualified and experienced Prospective Consultants to provide services for the hiring of permanent Deputy Chiefs of Police through an internal promotional process using an Assessment Center that complies with Massachusetts civil service law, M.G.L. c. 31, rules, and regulations (including judicial interpretations thereof regarding use of assessment centers), with all applicable rules, regulations, and delegation agreements between the City and the Massachusetts Human Resources Division, with all applicable labor agreements between the City and its employees, and with industry standards for proper and ethical assessment center operations such as those set forth in Standards and Ethical Considerations for Assessment Center Operations Endorsed by the International Congress Of Assessment Center Methods.

This procurement will be conducted pursuant to M.G.L. Ch. 30B, sec. 6.

PROSPECTIVE CONSULTANT

The Prospective Consultant replying to this Request for Proposal (RFP) must be or represent a prospective consultant, company, or corporation that possesses relevant experience and has a history of performance in conducting comparable work sufficient to undertake and successfully complete the scope of the work contemplated by this RFP and which demonstrates the minimum criteria and the ability to provide the services intended by this RFP.

The Prospective Consultant must be an Equal Opportunity Employer and may not engage in activities or employ persons which will create a conflict of interest.

A written response with supporting documentation must be submitted with proposal:

1. The Consultant and its team must have the professional qualifications necessary for satisfactory and timely performance of the required services.

2. The Consultant or a member of the consultant’s team must have specialized experience and technical competence in each type of work required.

3. The Consultant or a member of the Consultant’s team has shown expertise and experience in completing Massachusetts Assessment.

5. The proposal must describe the qualifications and previous work of the firm and the firm’s team, with respect to Massachusetts Assessment Projects of similar size, scope, complexity and issues.

8. The consultant or a member of the firm’s team must have the capacity to commit personnel and resources necessary to provide high quality assessment services in a timely and responsive manner within the timeframe Springfield Personnel Office and Massachusetts Human Resources Division.

9. The Consultant has submitted references and detailed examples of all similar prior engagements in response to management personnel hiring processes and personnel consulting services related to any civil service hiring processes.

10. A statement that Consultants will follow the International Congress on Assessment Center Methods, especially Guidelines and Ethical Considerations for Assessment Center Operations, International Public Management Association Council (IPMAAC)

11. A statement that the vendor and consultants abide by the Equal Employment Opportunity Commission’s Uniform Guidelines on Employee Selection procedures.

Answers will be provided only to vendors who are on record as having requested an RFP from the Office of Procurement.

If the RFP is revised, the revision, in the form of an Addendum to the RFP, will be provided to all vendors who are on record as having requested an RFP from the Office of Procurement.

The City shall bear no responsibility or liability if copies of the RFP or any revisions are lost in the mail or otherwise misdelivered.
