18-133 - Demoliton/Abatement of 111-118 Marble Street and 9-11 Richelieau Place

End date: Wednesday April 25, 2018 at 2 p.m.

GENERAL SCOPE OF WORK

The Work under the Contract consists of removal of hazardous materials, building demolition and utility disconnects and site work as designated in the Contract Documents. All work shall be performed by Massachusetts licensed Contractors in accordance with local, state and federal regulations.

Previously completed surveys identified hazardous materials within the interior and exterior of the buildings which will be required to be removed/remediated as part of the contract. Refer to the following Sections for the specific Scope of Work and requirements:

 Section 02 08 00 – Asbestos Abatement
 Section 02 08 10 – Disturbance of Lead, Cadmium & Chromium Materials
 Section 02 08 20 – Miscellaneous Hazardous Materials Removal

All costs associated with the above-described work as well as work described under the Contract shall be borne by the Contractor. The City of Springfield shall not be responsible for any costs associated with this work.

The City of Springfield has retained ATC Group Services LLC (ATC) as its Consultant for Project Design, Technical Advisement and Administration of the Contract. All work shall be subject to final approval by ATC and the Owner. The Contractor shall regard ATC’s direction, as authoritative and binding as provided herein, in matters outlined by this Section and the Contract Documents.

In addition, the Work under the Contract includes:

1. Work outside the Project Site as called for in the Contract Documents and as required for the performance of the Work.
2. The restoration of any items damaged or destroyed by encroaching upon areas outside the Project Site.
3. Providing and restoring, where appropriate, all temporary facilities.

SITE INSPECTIONS

The sites will be open for inspection on April 11, 2018 between the hours of 10:00 A.M. to 11:00 A.M. Bidders understand that the contractor agrees to indemnity and save harmless the City of Springfield, Massachusetts from and against any and all injuries, death, loss damage, suits, demands, liabilities and claims of any kind, nature or manner of, caused by, arising from, incident to or connected with my use and entrance into this or any abandoned/tax-title properties.

BIDDER QUESTIONS

No interpretations of the meaning of the specifications and bid package will be made by any bidder orally. Every request for such interpretation shall be in writing, addressed to Lauren Stabilo, Chief Procurement Officer, 36 Court Street, Room 307, Springfield, MA 01103, Email: lstabilo@springfieldcityhall.com., FAX (413)787-6295, to be given consideration, must be received by April 11, 2018 at close of business, prior to the date fixed for opening of the bids.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
