13-280 - Valuation Services for All Real Property in Springfield for Fiscal Year 2014 for Assessor's Dept.

SCOPE OF THE PROJECT
Valuation

1. The selected Contractor shall determine the full and fair cash value of all specified property as defined in Chapter 59 of the General Laws of the Commonwealth. The date of valuation shall be January 1, 2013 for FY 2014 interim year valuation adjustments. The date for determining the physical status of each parcel and any improvements is June 30, 2013 in that the City adopted Chapter 653 of the Acts of 1989.

2. The Contractor will utilize the existing database in updating the valuation system as of January 1, 2013. The Contractor, at its expense, must familiarize itself with the City's iasWorld computer-assisted mass appraisal (CAMA) software and will be responsible for entering all valuation changes on the City's computer in the Assessor's Office. The Contractor and the Board of Assessors will analyze those parcels located throughout the City, which have sold in Calendar years 2011 and 2012. The selected Contractor shall perform the valuation services described as follows:

FY 2014 Valuations

1. Calculate FY 2014 residential valuations (classifications 101, 102, 104, 105, 109) employing the market-adjusted cost method and the comparable sales approach. The Assessor's Office will provide a file of valid sales for calendar 2011 and 2012. The valuations must comply with DOR interim-year requirements.

2. Determine FY 2014 valuations in classifications 130, 131, 132, and 106.

3. Provide assistance to the Assessors in analyzing market sales and rental and expense activity in the apartment (111-125); commercial (300s); mixed-use (013, 031) and industrial categories (400s). Adjust economic tables or variables as needed. Generate proposed FY 2014 valuations.

4. The Tyler iasWorld software must be used for all value adjustments, changes, analysis and reports generated.

5. Preliminary Fy14 valuations pursuant to this bid will be due by March 1, 2013. Final Fy14 valuations will be due by September 1, 2013 reflecting physical changes as of June 30, 2013, and any further economic adjustments.

Sealed bids from interested Contractors for valuation services covering all real property in the City of Springfield for compliance with interim-year DOR requirements for Fiscal Years 2014 will be received and registered at the Office of Procurement, City Hall, 36 Court Street - Room 307, Springfield, MA 01103.

The Chief Procurement Officer and Chairman of the Board of Assessors will make the award of the contract. The City of Springfield reserves the right to reject any and all bids or to waive any informalities in the bids, if it appears in the City's best interest.

A bidder may correct, modify, or withdraw a bid by sealed, written notice clearly marked as a correction, modification, or withdrawal and received in the Office of Procurement prior to the time and date set for bid opening.

Copies of the Request for Proposal may be obtained from the Office of Procurement and State website (www.comm-pass.com ) on and after January 10, 2013, between the hours of 9:00 am and 4:00 pm.

Failure to answer any question, to complete any form or to provide documentation required will be deemed non-responsive and result in automatic rejection of the bid unless the City determines that such failure constitutes a minor informality, as defined in M.G.L. Chapter 30B.

All interpretations of the IFB and supplemental instructions will be in the form of written addenda to the bid specifications.
