13-155 - RFP: Shannon Grant Initiative Manager

The Springfield Police Department of the City of Springfield wishes to obtain the services of a qualified Grant Program Manager to be directly responsible for ensuring the timely completion of all Shannon Grant Initiative components and the coordination and intervention with the City's Safe and Successful Youth Initiative.

Schedule and Chair all monthly meetings with partners in the Shannon Grant Initiative and attend meetings of the SSYI Initiative to promote coordination and cooperation among partners of these two (2) initiatives. Work closely with all service partners and manage those partners contracts and the scope of services provided in their sub-contracts. Estimated cost is not to exceed $44,800.00.

1. GENERAL - INTRODUCTION

A. The goals of the grant program manager are listed below:

1. Manage all aspects of the Shannon CSI Grant in conjunction with the requirements set forth in the agreements between the Executive Office of Public Safety and Security and Security and the City of Springfield.
2. Integrate the theory and strategy of the Shannon Grant model with that found in the Safe and Successful Youth Initiative.
3. Oversee all subcontracts issued by the City of Springfield Police Department to all program services providers.
4. Manage all IT applications implemented in support of the SSYI and Shannon Grant.
5. Train Services providers to use all centralized IT applications.


1. Any Proposer submitting a bid in response to this RFP shall deliver one (1) original, unbound bid with original signatures plus three (3) of Technical Proposals and one (1) original and (1) copy of the Cost Proposal and sent to:
