11-064 - RFP: Auctioneers Services, Auctioning of Tax Possession Properties

The City of Springfield, issues this Request for Proposals to parties who have an interest in providing real estate auction services to the City in connection with the City's on-going auctions of properties acquired through tax title foreclosure pursuant to Chapter 60 of the Massachusetts General Laws.

In connection with the Project the selected Proposer will provide general advice to the City and to certain of its contractors including Revenue Services, LLC regarding Tax Possession Properties and auctions. The City hereby requests competitive sealed bid proposals in accordance with Massachusetts General Laws Chapter 30B, § 6 for the period October 1, 2010 through June 30, 2011, unless extended by the City in its sole discretion.

The City reserves the right at its sole discretion to renew any contract that is awarded as a result of this RFP for up to two (2) additional terms. The first renewal term would be for the period from July 1, 2011 to June 30, 2012. The second renewal term would be for the period from July 1, 2012 to June 30, 2013.

In order to provide prompt answers to questions, the RFP Committee requests that all proposers submit written questions seven (7) days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than September 8, 2010 Questions may be faxed or mailed. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
