278 - IFB: Substitute Teacher Management System

It is the intent of this IFB for the Human Resources Department of the Springfield Public Schools to procure a substitute teacher management system. The human resource department is currently contracted with eSchool Solutions for an in-house server based system used to manage its substitute teacher assignments. The annual contract for this system is due to expire June 30, 2009. At the termination of the contract, the current system must be replaced as it will become obsolete

The procured system must meet the following specifications.
• It must be an automated service.
• It must be compatible with ADP and MUNIS or must provide for the facilitation of integration with said systems.
• It must provide real time absence data to human resources and district administrators with the ability to create reports.
• It must provide 24/7 customer service via telephone or internet to both the district and its users.
• It must be user-friendly and provide easy to follow online training for administration

It is expected that the selected service provider complete all necessary actions to fully install the service, implement it and train all users prior to the opening of the 2009-2010 school year.

The estimated cost is $26,000.00 per year with option to renew for two one-year terms upon appropriation of funds.

The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

The Acting Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.


No questions will be answered unless received by the Deputy Purchasing Agent at least seven business days prior to the expiration of the time set for filing proposals.
