Patrick Sullivan, Executive Director of Parks, Buildings and Recreation Management, has been responsible for administrative and professional work in directing all activities of municipal parks and parkland, 5 million square feet of municipal buildings city-wide, including School Department buildings, Fire Stations, Libraries and Police Headquarters, for thirty years. He is responsible for the administration of over $45 million in park capital projects, and assisted the Mayor’s cabinet and School Superintendent in the successful Massachusetts School Building Authority application process with an investment of over $650,000,000 in school repairs and new buildings.
Patrick directs, plans and implements policies and objectives of municipality in accordance with charter and boards and commissions. Patrick was recently honored by the Environmental Protection Agency for his work with the Organic Land Program and the energy savings projects he has administered on behalf of the city. Patrick serves on the Mayor’s Cabinet, management committees, School Building Commission, and reports to Park and School Commissions. He develops both short-term and long-term capital improvement plans for the department.
Ensuring our school buildings would remain open, he coordinated and administered the largest ESCO municipal contract in the Commonwealth of Massachusetts resulting in a long-term savings in excess of $30 million. The program also involved the procurement and energy savings for electricity, oil and natural gas, resulting in savings of $2 million per year. This ensured the replacement of boilers over 100 years old.
When he assumed the responsibility of the Facility Department, Patrick created and implemented an online work order system which resulted in the improvement of building conditions and grounds city-wide. All municipal and school buildings are now in compliance with Building Department Code Enforcement. He also developed public/private partnerships to enhance special events and improvements to the city, including Bright Nights in Forest Park as well as concerts, plays and movie series in the parks. Patrick established a community service program with the Hampden County Sheriff’s Department resulting in savings in excess of $50 million over the past 18 years.
